Due to the reality of U.S. federal law that advances weather experimentation in partnership with international organizations, private partners, and foreign militaries, USA States are establishing their own laws governing geoengineering activities, weather modification experiments, and atmospheric interventions. “Pursuant to the Tenth Amendment of the Constitution of the United States and the inherent right for West Virginia citizens to engage in thoughtful deliberation and determine public policy by voting, the citizens of the state do not consent to any unconstitutional actions or efforts made by the federal government or international bodies that intentionally release polluting emissions into the state’s atmosphere, through geoengineering, cloud seeding, weather modification, or any other means;” -West Virginia, SB 665; 2026 
FEDERAL LAW ENACTED
• United States, 90-602, HR 10790; Federal “Radiation Control for Health and Safety Act of 1968”; Communications Act of 1934
• “An Act to amend the Public Health Service Act to provide for the protection of the public health from radiation emissions from electronic products.” 
How are telecommunication & wireless infrastructures related to weather experimentation?
…Weather modification infrastructure includes the utilization of dual-use interoperable global infrastructures including satellites, telecommunications, and NEXRAD weather radars.
U.S. federal partnership in the United Nations “global weather enterprise” can and should be challenged at the State level. Atmospheric experimentation could result in adverse consequences to life, property, and water resource availability. When the atmosphere is shared by everyone, decisions about altering it cannot belong to a select few. 
ICAMS is the Interagency Council for Advancing Meteorological Services. It is the formal mechanism by which all relevant Federal departments and agencies coordinate implementation of policy and practices to ensure U.S. global leadership in the meteorological services enterprise.
Without enforceable state laws, populations are subject to involuntary experimentation.
The atmosphere is not an unregulated testing ground.
