US Federal Laws Authorize UN Weather Experimentation
10 August 2026 | ZEROGeoengineering.com | Weather Modification and Geoengineering Research Policies Matter.
Just as United Nations (UN) World Health Organization (WHO) Member Nations [1] adopted identical “Covid” policies, [2] UN Member Nations are collaborators in the UN World Meteorological Organization (WMO) [3] global weather research enterprise. [4]
Multi-agency Federal weather research experimentation was authorized by the “Global Change Research Act of 1990,” [5] which established the US Global Change Research Program (USGCRP). [6][7] The Weather Research and Forecasting Innovation Act of 2017 [8] established the Interagency Council for Advancing Meteorological Services (ICAMS). [9]
The Global Change Research Act of 1990 shown below defines “global change research” as the “study, monitoring, assessment, prediction, and information management activities to describe and understand— (A) the interactive physical, chemical, and biological processes that regulate the total Earth system;”
Below– The Weather Research and Forecasting Innovation Act of 2017: “To improve the National Oceanic and Atmospheric Administration’s weather research through a focused program of investment on affordable and attainable advances in observational, computing, and modeling capabilities to support substantial improvement in weather forecasting and prediction of high impact weather events, to expand commercial opportunities for the provision of weather data, and for other purposes.”
Weather Research Partner Agencies Include: [9]
- Executive Office of the President
- Office of Science and Technology Policy
- Office of Management and Budget
- Department of Agriculture
- Office of the Chief Scientist
- Department of Commerce

Both the “Global Change Research Act of 1990” and the “Weather Research and Forecasting Innovation Act of 2017” authorize collaborations with the United Nations (UN) World Meteorological Organization (WMO).
The Global Change Research Act of 1990 (below) set the stage for U.S. participation in Agenda 21 (1992) including research programs in global atmospheric chemistry. [10]
“Coordination of global change research plans with those developed by international organizations such as the International Council on Scientific Unions, the World Meteorological Organization, and the United Nations Environment Program.”
Weather Research and Forecasting Innovation Act of 2017 (below): “(3). (e) DATA SHARING PRACTICES.—The Under Secretary shall continue to meet the international meteorological agreements into which the Under Secretary has entered, including practices set forth through World Meteorological Organization Resolution 40.”

The UN WMO works closely with the UN International Telecommunications Union (ITU) in weather research, underscoring the fusion of wireless networks with weather research experimentation and monitoring.
According to the UN ITU website, “Radiofrequencies are really critical for meteorological services and climate monitoring applications…” [11]
Through a global wireless weather monitoring apparatus ( Satellites + Telecommunications + NEXRAD ) and artificial intelligence applications, UN Member Nations have installed and harmonized a wireless global control grid inside of the UN global telecommunications system in pursuance of Agenda 21/2030 goals. [12][16]

The UN Environmental Modification (ENMOD) Treaty highlighted below was signed by the US in 1977 and ratified in 1980. ENMOD allows for “peaceful uses” of environmental modification which raises important legal and ethical questions. [13][14]
The U.S. is not a signatory on the UN Convention for Biological Diversity COP 10 Decision X/33 (2010), which includes provisions allowing for scientific research studies relative to geo-engineering activities. [15]
COP 10 Decision X/33 (2010):

The UN “Pact for the Future” highlighted below [16] was adopted by all UN Member Nations [17] in 2024. [18] The UN document outlines the transformation of “global governance” through digital and emerging technologies.

As documented in the Department of Energy ARM [Atmospheric Radiation Measurement] FY2026 Aerosol Operations Plan, [19] and The FY 2027 Department of War ARMY Budget, [20] ICAMS agencies are Congressionally funded and operating within UN WMO and ICAMS weather research frameworks.
FY 2027 US Department of War Army Budget Activity — FY 2026 Plans: “Will conduct forecast innovation and weather research based on Army operational environments and coordination with the ICAMS Program.”
The U.S. Department of Energy (DOE) Office of Science, Office of Biological and Environmental Research report highlighted below, is the ARM [Atmospheric Radiation Measurement] FY2026 Aerosol Operations Plan.
“SGP underwent a World Meteorological Organization (WMO) Global Atmosphere Watch (GAW) audit–“
Nearly 40 USA States are working to address weather modification policies in order to safeguard USA State Constitutional integrity, State and Individual sovereignty, and to protect people and nature from atmospheric pollution, unwarranted surveillance and data collection, and environmental modification activities.
