Report: China Substantially Increasing SRM Funding
20 September 2026 | ZEROGeoengineering.com | Humanity and all life on Earth face a grave hazard from climate control activities through dual-use civilian and academic weather experimentation that can be integrated into military applications. [1][2][3] This reality has blurred the line between atmospheric research interventions and weather warfare. Regardless of the stated intention of research, what matters is that people are subjected to involuntary experimentation, pollutants such as RF Radiation emitted into the biosphere have impacts, and substances that are intentionally released into the atmosphere and precipitate onto state territory have effects. [4] ZG readers will note that the FAA has acknowledged that persistent aircraft emissions are a result of operational decisions. [5]
The following report by the American Council for Capital Formation (ACCF) discusses China’s raising of solar radiation modification (SRM) to a national security priority and the doubling of SRM geoengineering research funding. The funding shift moved toward two SRM-focused projects, specifically low-cloud radiative intervention and stratospheric aerosol injection (SAI). Additionally, China is pushing to lead “grand scale” aerosol injection projects and positioning to lead global governance efforts at the United Nations in partnership with: the World Meteorological Organization (WMO), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Office for Outer Space Affairs (UNOOSA), the United Nations Environment Program (UNEP), the Food and Agriculture Organization (FAO) and the International Telecommunications Union (ITU).
It’s important to note that the U.S. Congress, along with American colleges and universities have helped China develop the tools and skills to operate the world’s largest weather modification program. [6] When reading the report below try to keep an open mind and a healthy dose of skepticism about the proposed “solution” of increasing atmospheric testing. It’s worth digging deeper, because current weather and climate extremes are recognized by many to be the result of over 70 years of unregulated weather modification efforts. Further, the U.S. is collaborating on climate intervention techniques with China and other UN Member nations via the World Meteorological Organization (WMO) “in cloud physics, precipitation enhancement, hazard mitigation, inadvertent and limited-area climate modification,” as well as emerging seeding technologies. [5][6][7]
“Beijing intends to further boost China’s already nearly 15 years-long focus and role in “stratospheric geoengineering” research and development (R&D), standard setting, and governance…”

“Beijing also appears to have shifted stewardship of the 2024 key special program projects to higher level PRC institutions—away from the Chinese Academy of Social Sciences (CASS) and Beijing Normal University, and away from foreigners such as UK scientist John Moore, who had played high-profile roles in the 2015 2019 “973 National Basic Research Program.”
“…the 2024-initiated programs establish two dedicated SRM projects specifically addressing stratospheric aerosol injection and low-cloud radiative intervention.”
“We need an effective geoengineering project to slow down global warming and buy valuable time for global efforts in greenhouse gas emission reduction. We propose submitting to the United Nations a feasibility study on the injection of aerosols into the stratosphere. […] I think that China has a considerable advantage in pushing for grand scale engineering projects such as this and it will improve our global standing in the efforts to address climate change.”
“ . . . [E]quatorial SAI could influence atmospheric circulation by modulating temperature gradients between the Northern and Southern Hemispheres and between the equator and the Arctic,…”
“…simultaneously introduces new risks, thereby giving rise to complex dilemmas regarding global governance. The authors assert that “China should elevate the issue of geoengineering from the realm of climate security to that of national security,” use “national-level policies to serve as a driving force behind international governance” and “play a more prominent leadership role within the United Nations framework” . . . “[while] utilizing scientific consensus to drive political processes while strategically seizing critical windows of opportunity.”
“The CASS scientists called for the PRC to actively participate in shaping geoengineering governance through agencies such as the World Meteorological Organization (WMO),…”
