PRO-weather modification bill passed in Colorado
13 May 2026 | ZEROGeoengineering.com | Are decades of cloud seeding actually causing drought? | Colorado House Bill 1338 passed through the House and Senate and was signed into law by the Governor. Provides funding for ongoing weather modification programs. In addition to appropriations for cloud seeding activities, a satellite monitoring system, ground and aerial remote sensing, and data collection pursuant to section 37-80-102 (10), C.R.S. are included in the program, highlighting the infrastructure of weather modification in its entirety and the deployment of electromagnetic radiation (via satellite, telecommunication networks, and interoperable instruments ) as a tool of continuous observation (surveillance).
Colorado is among 28 USA States with PRO-weather modification polices. List of weather modification / geoengineering-friendly states below, published by North Dakota Law Review. NOTE: Florida and Louisiana repealed their weather modification laws in 2025.
Colorado House Bill 1338 Concerning the Colorado water conservation board operations, and, in connection therewith, funding projects and making an appropriation.
Continuation of the satellite monitoring system, $380,000

To implement this section, the division of water resources may use this appropriation to install, maintain, and
operate satellite-monitored stream gauges and lysimeters for water rights administration and data collection pursuant to section 37-80-102 (10), C.R.S.
