NOAA Notice of Funding Opportunity (NOFO) Atmospheric Science
27 September 2026 | ZEROGeoengineering.com | NOAA’s $10,000,000 NOFO shown below is an opportunity for applicants of academic institutions of higher learning which offer doctoral degrees in NOAA-related sciences. A grant is provided through NOAA’s Climate Program Office (CPO) FY2026 Earth System Science and Services Partnership (ESSSP). Readers will note that “geoengineering” or “weather modification” is not the subject of research experimentation. The program involves “understanding and predicting changes in the Earth’s atmosphere, oceans, coasts, land, and ice and their interrelated effects on ecosystems, weather and hazards, and communities and infrastructure.”
This framing provides a context of legitimacy to continue using our atmosphere as a laboratory while subjecting populations and all of nature to involuntary experimentation.
Methods utilized to understand and predict changes in Earth’s atmosphere such as aerosol observation, modeling, and prediction research typically include the use of multi-platform, multi sensor infrastructures that enable high-resolution tracking, modeling and characterization of aerosols. Aircraft, satellites, NEXRAD weather radar, and telecommunication systems provide the infrastructure for outdoor aerosol dispersion studies that can be used to predict atmospheric processes.
If passed, Maryland SB 867 — to promote “innovation in space science, space technology, and aeronautics” could open the door for climate and atmospheric science experimentation through the University of Maryland and other cited entities including: NOAA, National Aeronautics and Space Administration (NASA), Naval Center for Space Technology of the Naval Research Lab, and the Johns Hopkins Applied Physics Laboratory.
