NGO’s Promote Geoengineering Research Governance Platform
31 May 2026 | ZEROGeoengineering.com | Unelected non-governmental organizations (NGO’s) and ‘expert’ panelists are not lawmakers. | Proponents of conducting solar geoengineering “research” are maneuvering to build their own governance plan outside the context of legitimate Constitutional frameworks. As efforts continue to establish weather modification and geoengineering policies in legislatures, a partnership of big money interest groups is promoting governance infrastructure for SRM “research.”
According to the following article: “The immediate goal is to co-draft the Research Governance Charter and make foundational decisions on structure, workstreams, and implementation pathways. By 2027, we expect the Charter to be publicly endorsed, with initial adopters announced, review boards established, and the disclosure platform piloted. By 2030, the vision is a functioning, cross-regional governance infrastructure with multiple institutional adopters, operational regional nodes led by Global South institutions…”
SRM360 is a proponent of conducting outdoor solar geoengineering experiments and shares affiliations with: The Carnegie Climate Governance Initiative, U.S. Department of Energy, the United Nations, The World Bank, Gavi, the Vaccine Alliance, Natural Resources Defense Council, Alliance for Just Deliberation on Solar Geoengineering, the Council on Energy, Environment and Water, and the American Geophysical Union.

A shrinking window of opportunity
“None of this is an argument against urgency. The window for building legitimate governance infrastructure is narrowing. ”
