Idaho Lightning Prevention Cloud Seeding Experiments
8 August 2026 | ZEROGeoengineering.com | The Skyward Wildfire Technologies Inc. and Dynamic Aviation Group Inc. NOAA report below outlines experimental weather modification activities potentially to be undertaken in Idaho between July 9 and September 30, 2026. An Environmental Impact Statement (EIS) was not filed. According to Skyward’s Weather Modification Report, “Skyward will be conducting weather modification activities for R&D purposes only.” Skyward’s cloud seeding experiments to try to prevent lightning, involve the use of radar technology, artificial intelligence, as well as the release of chaff (silica fibers coated with aluminum and /or basalt fibers coated with aluminum) via aircraft. ZG readers will recall that military chaff contains PFAS (Perfluoroalkyl and Polyfluoroalkyl Substances). These cloud seeding experiments underscore the gap that must be addressed in Tennessee, Louisiana, and Florida laws, which target only activities “with the express purpose” of altering temperature, weather, climate, or the intensity of sunlight.
NOAA Initial Report on Weather Modification Activities: “The proposed activity involves the release of chaff into convective storm systems with subsequent tracking using radar technology. Skyward uses King Air aircraft to reach storms and release chaff into the storm cell. Chaff is preloaded into an onboard dispenser which is used to deliver materials via cloud seeding into the air stream to decrease the electric field and reduce the likelihood of cloud-to-ground lightning. The materials released are silica fibers coated with aluminum and /or basalt fibers coated with aluminum (chaff). Materials are released in 2KG increments per updraft.”

Highlighted below is Idaho SB 1269, purposed to revise provisions regarding cloud seeding programs, which passed on March 20, 2026. The legislation opened the door for cloud seeding research experimentation in Idaho, without requiring any state or local permits. Idaho legislators also removed liability for cloud seeding activities including trespass or public or private nuisance.

“Congress began “fixing” wildfire in 2013. Since then, the incidence of wildfire has dramatically increased. What if our new approach to wildfire is causing the crisis? Indeed, the sharp uptick in disastrous wildfires correlates with increasing federal control and an increased reliance on data-driven fire modeling…”
