ICAMS: Federal Coordination of Weather Research
22 May 2026 | ZEROGeoengineering.com | The following documents discuss the architecture and coordination of the U.S. federal weather research and meteorological enterprise, via ICAMS (The Interagency Council for Advancing Meteorological Services). Partnerships involve federal agencies, non-governmental sectors, as well as collaboration with the United Nations (UN) World Meteorological Organization (WMO). ICAMS is the evolution of government-sponsored weather modification and control activities promoted in 1960 by Naval Commander William J. Kotsch.
According to the report below: “pillars of the met [meteorological] services value chain: observational systems; cyber, facilities, and infrastructure; research and innovation; and services.” Observational systems, cyber, and infrastructure provide the backbone of a global [weather] monitoring apparatus, aka, the wireless control grid.
The Interagency Council for Advancing Meteorological Services (ICAMS) is the formal mechanism for Federal agencies and departments to coordinate the implementation of policy and practices relative to weather research experimentation. ICAMS was established in 2017 when Trump signed into law the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542).
“ICAMS redefines “met services” to be more inclusive and better aligned with the definition of services used by the [United Nations] World Meteorological Organization,…”

“Under ICAMS, meteorological coordination is now based on the abovementioned Earth system approach and organized by four committees that span the pillars of the met services value chain: observational systems; cyber, facilities, and infrastructure; research and innovation; and services. ICAMS leadership is organized at the highest levels of the federal government. The Council, co-chaired by leaders at the White House Office of Science and Technology Policy and the National Oceanic and Atmospheric Administration, directs all activities; its membership consists of executives across federal agencies with significant interests in meteorological services and the Earth system science that advances such services, and whose participation is necessary to coordinate these activities within the federal government.”

Why was ICAMS created? Source
In April of 2017, the President signed into law the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542 – link takes you to a non-icams-portal.gov website). The Act required the Director of The White House Office of Science and Technology Policy (OSTP) to establish an Interagency Committee for Advancing Weather Services – ICAMS meets this requirement. As indicated in the Act, ICAMS will serve “to improve coordination of relevant weather research and forecast innovation activities across the Federal Government.” Source
NOAA FY 2027 Budget: “Interagency Meteorological Coordination Office (IMCO): This office ensures Federal coordination functions for the Department pursuant to the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402), as amended. The IMCO serves as the administrative headquarters of the Interagency Council on Advancing Meteorological Services, an Executive Branch office chartered under the authority of the Director of Science and Technology Policy. This office is funded through an assessment of funds from NWS, OAR, and NESDIS.”

NOTE: Federal lawmakers this week raised questions to NOAA regarding the lack of federal oversight over sun-blocking activities. However, to stop polluting atmospheric experimentation, this administration needs to review ICAMS (not just NOAA), stop funding Weather and Air Chemistry Research, and repeal laws allowing these activities.
