H.R. 6938 Provides NOAA Funding and Authorizations
18 July 2026 | ZEROGeoengineering.com |NOAA (National Oceanic and Atmospheric Administration) is a leading ICAMS (Interagency Council for Advancing Meteorological Services) federal weather research agency. The ‘‘Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026,’’ became law in January 2026. H.R. 6938 is part of a larger FY2026 appropriations package, providing $1,576,899,000 for NOAA assets, including satellites, aircraft, and operational costs for NOAA’s field offices and research centers, as well as atmospheric data collection and analysis for NOAA’s projects related to research, weather monitoring, and environmental observation.
It’s unlikely that State legislators and their constituents are aware of H.R. 6938, especially authorizations including any foreign government or international organization, for purposes related to carrying out the responsibilities of any statute administered by the National Oceanic and Atmospheric Administration. See SEC. 107., below.
NOAA’s (National Oceanic and Atmospheric Administration) budget is embedded within the FY2026 U.S. Department of Commerce appropriations of H.R. 6938.

PUBLIC LAW 119–74—JAN. 23, 2026
“For procurement, acquisition and construction of capital assets, including alteration and modification costs, of the National Oceanic and Atmospheric Administration, $1,576,899,000, to remain available until September 30, 2028, except that funds provided for acquisition and construction of satellites, vessels, aircraft, and construction of facilities shall remain available until expended:”

SEC. 107. The Administrator of the National Oceanic and Atmospheric Administration is authorized to use, with their consent, with reimbursement and subject to the limits of available appropriations, the land, services, equipment, personnel, and facilities of any department, agency, or instrumentality of the United States, or of any State, local government, Indian Tribal government, Territory, or possession, or of any political subdivision thereof, or of any foreign government or international organization, for purposes related to carrying out the responsibilities of any statute administered by the National Oceanic and Atmospheric Administration.

“That funds received for permitting and related regulatory activities pursuant to this section shall be deposited under the heading ‘‘National Oceanic and Atmospheric Administration—Operations, Research, and Facilities’’ and shall remain available until September 30, 2027, for such purposes:”

As documented above and in 2026 and 2027 Budgets, NOAA’s research programs include the use of aircraft, satellites, telecommunications, and NEXRAD, as well as partnerships with foreign governments and international organizations. The dual-purpose infrastructure comprises a global weather apparatus with applications for continuous surveillance, data collection, experimentation, and other purposes.
Lack of transparency, accountability, or meaningful public oversight and consent to Congressional spending, including outdoor research experimentation activities, are some of the reasons why State legislators and their constituents are working together to establish policies related to atmospheric protection and weather modification policy.
