FAA & EPA’s Collaboration with the United Nations International Civil Aviation Organization (ICAO)
5 May 2026 | ZEROGeoengineering.com | International standards for aviation emissions are set by the International Civil Aviation Organization (ICAO) in partnership with the American Society for Testing and Materials (ASTM International). ICAO is a specialized agency of the United Nations. Strategic objectives of the UN ICAO are closely tied to 15 of the 17 United Nations Sustainable Development Goals (SDGs).[1]

The Environmental Protection Agency (EPA) and the Federal Aviation Administration (FAA) are weather research partners in ICAMS, aka, the Interagency Council for Advancing Meteorological Services. ICAMS was established in April of 2017, when Mr. Trump signed into law the Weather Research and Forecasting Innovation Act (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542.[2][3]
Under Biden, weather research experimentation was coordinated through the U.S. Global Change Research Program (USGCRP). The USGCRP was established in 1990 by the Global Change Research Act, promoting international cooperation in global atmospheric chemistry experimentation. [4]

U.S. collaboration with the United Nations and funding for ICAMS, via the Interagency Meteorological Coordination Office (IMCO), is cited in NOAA’s FY2027 budget. NOAA is also a partner agency in ICAMS.
EPA, FAA, NOAA and ICAMS affiliations and agreements made with foreign governments and organizations present potential conflicts of interest as well as raising questions of Constitutionality.
According to EPA’s website, the EPA collaborates with the UN ICAO’s Committee on Aviation Environmental Protection (CAEP). CAEP was established in 1983, “to develop global policies and standards related to aircraft noise and emissions. The FAA leads the US delegation to CAEP, and the EPA serves as a technical advisor on the US delegation.”[5]

Federal Register Notice August 15, 1995:
Notice of Meeting — International Civil Aviation Organization (ICAO), Committee On Aviation Environmental Protection (CAEP)

The Federal Register Notice above states: “In 1992, four working groups were established under the CAEP to pursue the work of the committee.”
In 1992, George H. W. Bush Sr. signed the U.S. into Agenda 21, which included international and regional research programs in atmospheric chemistry.[6] Mr. Bush and leaders of 177 nations signed Agenda 21 in 1992, now known as Agenda 2030/2050.
“What is at stake is more than one small country. It is a big idea, a new world order where diverse nations are drawn together in common cause to achieve the universal aspirations of man kind; peace and security, freedom and the rule of law. Such is a world worthy of our struggle and worthy of our children’s future.” [7] – George Bush Sr. September 11, 1991
UN Agenda 21 and other international agreements developed by unelected boards and commissions are problematic due to the lack of accountability and informed public consent.
People in the USA and around the world did not vote to become test subjects for global atmospheric chemistry experimentation. Many States and nations are taking responsibility to protect the atmosphere by establishing measures to address weather modification policy.
