EPA Conflicts of Interest

The Environmental Protection Agency (EPA) does not make policy independently. The agency follows statutes passed by Congress. EPA can issue regulations interpreting the laws and can enforce requirements, but the agency does not have the power to create law on its own. The EPA is a partner agency in ICAMS, established by the Weather Research and Forecasting Innovation Act of 2017 (Public Law No. 115-25, Title IV, sec. 402, 15 U.S.C. § 8542).
As a partner agency of ICAMS (the Interagency Council for Advancing Meteorological Services), The Federal Weather Enterprise, and The United Nations Environment Programme (UNEP), the EPA has many possible conflicts of interest. Per their website: ICAMS aims to be consistent with United Nations (UN) WMO (World Meteorological Organization) efforts, and serves “to improve coordination of relevant weather research and forecast innovation activities across the Federal Government.” *Readers will note that experimentation activities are characterized as “research,” not “geoengineering” or “weather modification.”
Federal partnerships with unelected bodies such as the UN and foreign militaries are one reason why it is necessary for USA States to address policies related to weather experimentation and atmospheric protection.
The EPA is a partner agency of the Federal Weather Enterprise (FWE). The highlighted page below is from the FWE FY2018 Budget and Coordination Report:
“Continued but reduced attention is being paid to the effects of airborne toxins, ozone, and fine particulate matter on human health, and the impact of air pollution on human health and sensitive ecosystems…”

According to EPA’s website, “EPA has had a long and successful relationship with UNEP...” and “played a leadership role in the development and passage of the UNEA-6 Resolution.”[13]
The UN is focused on attainment of Agenda 21 / Agenda 2030, United Nations Sustainable Development Goals (SDGs) and implementing policy measures for a transformation of global governance. [14]
Without mechanisms for meaningful USA Constitutional oversight and informed public consent, this policy framework underscores potential conflicts of interest.




The Clean Air Act (CAA) is symbolic [1] and does not function as generally assumed.
For example, the Amended CAA below states on page 11: “Nothing in this subsection shall be construed to authorize the imposition on any person of air pollution control requirements.”
Research programs outlined in the CAA related to air pollutant monitoring involve “a program of research, testing, and development of methods for sampling, measurement, monitoring, analysis, and modeling of air pollutants.” These programs combine atmospheric dispersion research related to polluting emissions with monitoring systems that utilize wireless radiation (a pollutant) as a tool for global monitoring (surveillance) and data collection.
This global weather monitoring apparatus is also recognized as a global wireless control grid. Satellites, telecommunications systems, NEXRAD, and interoperable instruments are used in global monitoring systems and weather research activities — as documented in NOAA’s FY2026 and FY2027 Budgets.
Note: CAA and EPA’s focus is to maintain an inventory and threshold of pollutants, not to actually prevent pollution emissions at the source.
CLEAN AIR ACT [As Amended Through P.L. 119–21, Enacted July 4, 2025]

(c) AIR POLLUTANT MONITORING, ANALYSIS, MODELING, AND INVENTORY RESEARCH.—

(1) Consideration of individual, as well as complex mixtures of, air pollutants and their chemical transformations in the atmosphere.

(A) The creation of an Interagency Task Force to coordinate such program. The Task Force shall include representatives of the National Institute for Environmental Health Sciences, the Environmental Protection Agency, the Agency for Toxic Substances and Disease Registry, the National Toxicology Program, the National Institute of Standards and Technology, the National Science Foundation, the Surgeon General, and the Department of Energy.

(2) The purpose of such research shall be to—
(A) develop improved predictive models for atmospheric dispersion…

(4) EFFECT OF SUBSECTION.—Nothing in this subsection shall be construed to authorize the imposition on any person of air pollution control requirements.

More Context
The symbolic [1] Clean Air Act (CAA) was signed into law under the notoriously corrupt Nixon-Kissinger administration in 1970. That same year, the Environmental Protection Agency (EPA) was established as an “umbrella agency,” combining 15 different federal environmental programs, to administer environmental laws, regulations, and policies.[2] The first EPA director, William D. Ruckelshaus, was a counterpart of United Nations proponent and banker David Rockefeller.[6]
Notably, the EPA’s focus includes atmospheric research experimentation and maintaining a threshold of pollution (not prohibiting pollution) as discussed in ZG’s 2024 post below, “NATO’s Unexpected Role in Shaping Air Quality Policies Worldwide.”

Federal usurpation of environmental standards in 1970 via the CAA and EPA effectively sidestepped USA State & local control, and enacted global air quality standards, led by the North Atlantic Treaty Organization (NATO), a foreign military, and partner of the United Nations (UN).[3]
The UN is an unelected foreign body implementing Agenda 21/2030 and the transformation of world governance from representative government of sovereign nations, to a one world global dictatorship through a digital transformation. [4][5][6][7][8][12]
In 1992, George Bush Sr., former CIA director and diplomat to the UN, signed Agenda 21. [9] Every administration since then has followed this UN agenda which includes global atmospheric chemistry programs as shown in the image below. Programs involve the installation of global observational systems (surveillance) via satellites, wireless communications networks, weather radar (NEXRAD), sensors, and interoperable instruments. The United Nations International Telecommunications Union (ITU) and the World Meteorological Organization (WMO) work together to deliver “climate and weather services” as discussed here and in the post below:
According to the following 2024 UN “Pact for the Future” document highlighted below, the UN actively supports transforming global governance via mandates and unelected agencies such as the International Telecommunication Union to advance digital transformation.[4]

Dual-purposed global digital infrastructure is utilized by EPA, FAA, NOAA, DOD and other federally-funded weather research agencies of ICAMS. [10][11]


NOTE: Under the Biden administration, The US Global Change Research Program (USGCRP) coordinated and implemented weather research and forecasting policies. The EPA was also a partner agency of the USGCRP.
