Department of War FY 2027 Budget Estimates – Air Force
27 July 2026 | ZEROGeoengineering.com | U.S. Congressional appropriations for Air Force FY 2027 Research, Development, Test, and Evaluation (RDT&E) programs are documented in the following report. Partnerships and funding for foreign militaries such as NATO and the Israeli Air Force underscore serious conflicts of interest and lack of accountability or meaningful public oversight over Federal weapons spending. Dual purpose infrastructure – satellites, phased array radar [NEXRAD], telecommunications, and interoperable instruments – may be utilized for experimentation, monitoring (continuous surveillance), data collection, weaponry, and for other purposes.
Priorities for FY 2027 Air Force Research, Development, Test & Evaluation activities include: Aircraft, small Unmanned Aircraft Systems (sUAS), sensor systems, Air Force Weather Transformation, Operationalizing the Stratosphere, Contrail Analysis and Prediction, Classified Modeling Development, Weather Data Collection, Artificial Intelligence/Machine Learning [AI/ML], Joint Center for Satellite Data Assimilation, Aerospace Sensors, the Intelligence Community [IC], Weather Service, Expeditionary Weather [ExMet], Weather data dissemination for tactical edge and autonomous operations, Space and Terrestrial Weather Sensing & Forecasting, Weather Forecasting includes activities for Numerical Weather Modeling [NWM], High Frequency Radio Systems, Precision Aerial Delivery Systems (PADS), Weather Applications Rapid Production [WARPspeed] programs, phased array weather radar, F-35 weapon certification partnership with Israeli Air Force, and NATO Research and Development, NATO alliance ground surveillance (AGS), NORAD & USNORTHCOM (N&NC) Experimentation.
“Appropriation: 3600F Research, Development, Test and Evaluation, Air Force”

“Continue to commence F-35 weapon certification partnership with Israeli Air Force”

“Cyber Defense Analysis (CDA): The CDA mission conducts Defensive Cyberspace Operations (DCO) by monitoring, collecting, analyzing, and reporting sensitive information transiting or residing on the Air Force Network (AFNet). CDA assessments of non-secure telecommunications determine the type and amount of sensitive and/or classified information that may have been disclosed to our adversaries across Telephony Communications, Radio Frequency (RF) Communications, Email Communications, and Internet based Capabilities (IbC). The CDA mission protects the AF’s critical information through passive monitoring and active Data Loss Protection (DLP).”

“Integration and test of advanced sensing components to include extreme weather power sources, aerosols, cloud height, low-level wind shear and optical turbulence.”

Weather Service
FY 2027 Base Plans:-Funding will support continued model code optimization, model blending, hydrology prediction, AI/ML-based contrail analysis and prediction, and classified modeling development.

“This program funds the U.S. support to the Alliance Ground Surveillance (AGS) system, a North Atlantic Treaty Organization (NATO) program. AGS is an airborne ground surveillance capability that provides continuous, wide area surveillance in all weather conditions.”

“SATURN (Second-generation Anti-jam Tactical UHF Radio for NATO)”
