Chaff Experimentation in WA, ID, OR, and MT

PRO-WEATHER EXPERIMENTATION states, Washington, Idaho, Oregon, and Montana are currently a testbed for Skyward Wildfire Technologies Inc., “lightning prevention research.” The research is unproven experimentation, as stated in the company’s own literature: “there is a chance that the release of chaff into convective systems results in a reduction of lightning.“ Skyward’s NOAA weather modification report below outlines the activities, scheduled to be conducted between July 12 and September 30, 2026. The experiments involve the use of aircraft, radar, and chaff dispersion. Chaff is composed of aluminum coated fibers. According to PubChem, aluminum is flammable. According to DOD, chaff contains PFAS.
GAO’s 2026 Weather Modification report acknowledges that NOAA has oversight of weather modification reporting, NOT weather modification activities. No environmental impact statement (EIS) was provided and public consent for outdoor experimentation was not granted.
“The proposed activity involves the release of lightning prevention materials into convective storm systems with subsequenct tracking using radar technology. Skyward uses King Air aircraft to reach target storms and release treatment material. The treatment materials are silicia and/ or basalt fibers coated with aluminum (chaff). Materials are preloaded into an onboard dispenser which is used to release materials in the storm’s updraft. Materials are released in 2KG per updraft increments.”
Skyward is also conducting open air chaff experiments in North Carolina and Alaska.

The 2023 Department of Defense (DOD) document, “Report on Critical Per- and Polyfluoroalkyl Substance Uses,” confirms that PFAS are an ingredient in chaff, which is listed in the report as a Kinetic (action involving active warfare) Capability.
“Currently, non-PFAS alternatives do not exist for most of these applications, and the likelihood of developing alternatives for these uses is estimated to range from moderate to almost impossible.”
Do you live in a WEATHER MODIFICATION-FRIENDLY State?
28 USA States, Washington, D.C., and the U.S. Federal government have PRO-WEATHER MODIFICATION Policies. Therefore, the POLICY IS THE CRISIS.
*If your state does NOT have a weather modification policy, then you are PRO-WEATHER MODIFICATION by default, and need to demand enforceable laws to protect the atmosphere from experiments and/or interventions.
NOTE: Florida and Louisiana have repealed their weather modification policies. This is an important step! However, their laws to ban weather modification practices target only activities with “the express purpose” of altering temperature, weather, climate, or the intensity of sunlight. Therefore, those laws need to be amended to include R&D (experimentation) that involves the release of pollutants.
What can we do?
