Collaborations with corporations were discussed such as with General Electric (GE) and Pacific Gas and Electric (PG&E), as well as partnerships with unelected agencies including the United Nations (UN) World Meteorological Organization (WMO). The report references operational cloud seeding by more than 30 nations including: Canada, China, Cuba, Chile, Peru, England, France, Switzerland, India, Israel, Algeria, Bulgaria, Tanganyika, Taiwan, The Soviet Union (Russia), Union of South Africa, Mexico, Formosa, Japan, Australia, U.S., and Yugoslavia.
Federal control of weather is discussed in the report with acknowledgement regarding liability issues resulting from weather modification operations: “The potentialities, both for good and bad, which attend silver-iodide seeding are so large that the development and use of this technique must be placed in the hands of the Federal Government.”
The U.S. Army, Navy, and Air Force were among participants in weather control efforts. USA States mentioned where experiments were conducted: Alaska, Arizona, Colorado, Delaware, Illinois, Florida, Idaho, Indiana, Nevada, Utah, New Hampshire, New York, North Dakota, Kansas, Oregon, Texas, South Dakota, Idaho, California, Massachusetts, Montana, Oklahoma, Pennsylvania, Washington, Wyoming, Nebraska, Vermont, New Jersey, and New Mexico.

More than 30 countries are now involved in some aspect of operational programs.



“Theory has predicted and experiments are confirming the fact that a few pounds of silver iodide released into the atmosphere in the form of fine particles can exercise a profound influence over the weather hundreds of miles away from the point of release. Clearly no private individual or group can be permitted to carry on operations likely to affect weather conditions over thousands or hundreds of thousands of square miles.
