“Aircraft as atmospheric research laboratories”
16 July 2026 | ZEROGeoengineering.com | Weather modification policy matters. Without laws protecting the atmosphere, our sky is being used as a chemistry lab. The following 2024 report by the International Air Transport Association (IATA) underscores regulatory gaps in the legislation passed in Tennessee, Louisiana, and Florida. Though these USA State initiatives are an important start, the laws need to be amended to include “research” experiments and polluting interventions, as well as to provide substantive penalties, law enforcement measures, and to address the continuously polluting observational infrastructure (NEXRAD, telecommunications, satellites, sensors, and interoperable instruments — See NOAA’s 2026 and 2027 Budgets which fund these systems).
The research experimentation discussed in the report below is therefore not subject to current laws because the activities are NOT for “the express purpose of altering temperature, weather, climate, or the intensity of sunlight.”
“Aviation contrails and their climate effect,” investigates the negative impacts of non-CO2 emissions, such as increased warming effects of persistent jet contrails, which trap heat, and pollution like nitrogen oxides (NOx) and soot particles. The study discusses efforts by the airline industry, governments, research institutions and universities to conduct experiments in our atmosphere. Participating companies and organizations include:
- Aerospace Technology Institute
- Airbus
- Airlines for America
- Air Transport Action Group (ATAG)
- Boeing
- FAAM Airborne Laboratory
- Forschungszentrum Jülich
- German Meteorological Service (Deutscher Wetterdienst)
- German Aerospace Center (DLR)
- In-service Aircraft for a Global Observing System (IAGOS)
- National Centre for Atmospheric Science
- Royal Aeronautical Society
- University of Leeds
- United Nations World Meteorological Organization (WMO)
3.1 Aircraft as atmospheric research laboratories

“This report addresses the urgent need to further understand and mitigate the formation of persistent warming contrails. Strengthening the synergy between, research, technological innovation and enabling policy frameworks will be crucial in reducing aviation’s climate footprint effectively.”

“Continue scientific research. Governments are encouraged to keep funding research activities in this area, particularly on model improvement for the climate evaluation of individual-flights contrails.”

Using civil aircraft as airborne climate laboratories

“Japan Airlines and National Institute for Environmental Studies are conducting atmospheric observations in the frame of the CONTRAIL project since 2005.”

2025 United Nations WMO and IATA sign Memorandum of Understanding
“The MoU recognizes the desire of WMO and IATA to communicate and, where necessary, collaborate on topics of mutual interest, such as the improvement of analysis and forecasting of atmospheric conditions and phenomena along flight routes, landing and departure, and the reduction of the environmental footprint of aviation.”
