“Transformational Artificial Intelligence” to Advance Weather Experimentation
4 November 2025 | ZEROGeoengineering.com | Proposed U.S. Congressional legislation, S. 1378, the “Transformational Artificial Intelligence to Modernize the Economy against Extreme Weather and Wildfires Act” or the “TAME Extreme Weather and Wildfires Act” would provide MILLIONS of dollars in funding through 2030 for federal weather control efforts by using Transformational Artificial Intelligence (AI). The bill provides for the use of “testbeds,” “to evaluate the use and effectiveness of the artificial intelligence models of the National Oceanic and Atmospheric Administration.”
Dual purpose global infrastructure used for weather monitoring and experimentation provides capabilities that involve other purposes such as military applications, continuous mass surveillance, and data collection.
Participating federal agencies authorized under S. 1378 include the National Oceanic and Atmospheric Administration (NOAA), Department of Energy, National Aeronautics and Space Administration (NASA), National Science Foundation (NSF), and the Interagency Council on Advancing Meteorological Services (ICAMS).
“(A) technical assistance, data access, and support for forecasters, scientists, social scientists, and engineers to test and evaluate the use and effectiveness of the artificial intelligence models of the National Oceanic and Atmospheric Administration, including within the testbeds of the Administration;”

Infrastructure for weather experimentation and observation (monitoring) including satellites, NEXRAD, and telecommunications systems, is the “cornerstone” of National Weather Service (NWS) field operations, and the backbone of the global control grid, enabling constant surveillance, data collection, and transformation in global governance.

Hazards to cognitive liberty or “neural data” relative to Artificial Intelligence and interconnected global data infrastructures are acknowledged in S. 2925, the ‘‘Management of Individuals’ Neural Data Act of 2025,’’: “(1) an individual’s neural data and other related data can be monetized and used to shape individual behavior, emotional states, and decision making in ways existing laws do not adequately address; (2) vertical corporate integration of neurotechnology, artificial intelligence systems, wearable devices, digital platforms, and global data infrastructure may create interconnected systems with insufficient transparency, accountability, or user control regarding the use of such data;”
The U.S. and other United Nations (UN) Member nations are partners in the Global Weather Enterprise via the World Meteorological Organization (WMO) and the International Telecommunications Union (ITU). UN Member nations have adopted the UN Pact for the Future to “transform global governance”:
“We affirm the important role of the International Telecommunications Union in advancing universal and meaningful connectivity and invite it to further continue its efforts.”
