Neuroweapons

Legislation to enact policy related to weather modification activities is crucial for reigning in these unregulated interventions. Some bills are leaving wide gaps for activities to occur that are not necessarily intended for “the express purpose of affecting temperature, weather, climate, or the intensity of sunlight.” Weather experimentation and monitoring utilizes interoperable infrastructures, instruments and agents that are de facto weapons. These can be weapons of mass disruption or weapons of mass destruction.
According to neuroweapons expert Dr. James Giordano, the brain is the battlefield of the 21st century. A neural weapon is any weaponized method or tool that acts through, at, or upon the nervous system to influence and change the attitudes, feelings, thoughts, or behaviors of individuals or groups of individuals. These weapons are described as drugs, bugs, toxins and devices, capable of disrupting the process of cognition, emotion, and behavior.
At a 2018 lecture for cadets at West Point, Giordano describes auto-assembling nanomaterials that can be aerosolized to create a nano swarm of bio penetrable materials that you cannot see, able to integrate through membranes for use as neuroweapons. The use of microwave radiation, electromagnetic pulse, high levels of sound and high levels of light energy are also discussed as neuroweapons.
Dr. James Giordano is professor of neurology and biochemistry, chief of the Neuroethics Studies Program, and co-director of the O’Neill-Pellegrino Program in Brain Science and Global Law and Policy at Georgetown University Medical Center.
In sum, weather experimentation is only one capability of tools being used for atmospheric interventions. As discussed in the video above, applications of these facilities include weaponry.
According to the 2023 Office of Science and Technology Policy (OSTP) report, Congressionally Mandated Research Plan and an Initial Research Governance Framework Related to Solar Radiation Modification [SRM], scientific dimensions of Solar Radiation Modification (SRM) and other polluting atmospheric experimentation such as Stratospheric Aerosol Injection (SAI) include the use of inter-operable ground-based, airborne (aviation, drones, and balloons), and space-based (satellite) facilities.
There are no agencies monitoring or measuring the microwave radiation and other pollution generated by these activities. For this reason, many State bills are addressing the infrastructure of weather modification in its entirety.
