Instructive 1975 report below outlines NATO (North Atlantic Treaty Organization) goals in the control of weather for military purposes. Topics of discussion include weather modification and the use of cloud seeding, weather forecasting, as well as instruments and methods of observation (surveillance). Observational facilities such as satellites, doppler weather radar, and interoperable instruments utilize radiofrequency/microwave communications, sensors, and electromagnetic radiation as tools of surveillance for monitoring the land, oceans, and atmosphere.
