Funding is included for agricultural “research” expenses involving “the operation and maintenance of aircraft,” carbon subsurface utilization and storage systems, aka carbon capture, utilization and storage (CCUS), as well as telecommunications—described in NOAA’s FY 2026 Budget request as “the cornerstone” of National Weather Service (NWS) field operations. Telecommunications systems, including satellites, and interoperable instruments comprise the backbone of the global surveillance grid / aka “the digital prison.”
Appropriations are also provided for the ‘‘Department of the Interior—Department-Wide Programs—Wildland Fire Management’’ and ‘‘Department of Agriculture—Forest Service—Wildland Fire Management.’’ These Federal agencies— Interior, Agriculture, and Forest Service are historically participants in weather modification experimentation and DOD “research.”
