China & Russia HAARP Weather Modification Experiments
2 November 2025 | ZEROGeoengineering.com | In addition to cloud seeding activities, irradiating infrastructures such as HAARP and NEXRAD are central components of atmospheric modification and weather control. No agencies are monitoring or measuring the Radiofrequency/Microwave Radiation (RF/MWR) pollution emitted by these facilities in order to protect life. The current FCC RF/MWR exposure guideline is non-protective of people and the environment.
A 2019 article below, “Russia and China Testing US’s HAARP Like Radar, For Weather Modification Or Jamming American Submarines,” provides information on HAARP (High Frequency Active Auroral Research Program) experimentation. Military applications include weather warfare capabilities such as climate modification, triggering earthquakes, jamming communications, and ocean wave control. Other weapons capabilities of Radiofrequency/Microwave Radiation (RF/MWR) are discussed as well: “The Air Force documents indicate that these weapons [HAARP] can be used for mind control, inducing heart attacks, causing electronic failures [e.g. power outages] and creating computer malfunctions (Dr.Begich, 1996).”
Harms associated with exposure to RF/WMR cited in the article: “behavioral aberrations, neural network disturbances, birth defects, cataracts, altered blood chemistry, and changes in the endocrine and immune systems. More insidious than these effects is the concern that this technology can be used to manipulate and disrupt human mental processes (mind control) of a very large population in selected regions over an extended period of time.”
