1971 US/USSR Space Agreement
13 April 2025 | ZeroGeoengineering.com | November 2, 1971 CIA memo below from the Weather Modification (WX) Technical Coordinator, Office of DOD and Interagency Affairs, on the subject of the US/USSR Space Agreement.
The document outlines goals and techniques of experiments undertaken by National Aeronautics and Space Administration (NASA) in partnership with the Soviet Academy of Sciences. Field experiments were coordinated at analogous sites in the USSR in Tsimlanski and Ustyurtski, and in the USA, South Dakota and Arizona. Additional locations targeted for experiments in the USA included Southern Appalachian, Cascade Mountains, Chesapeake Bay, Gulf Coast, South Florida, Bucks Lake, and California.
This US/USSR partnership provided the foundation for current global weather experimentation “within the framework of international cooperation of the WMO,” aka United Nations World Meteorological Organization.

Joint Working Groups were established with focus on Near Earth Space, the Moon, and the Planets, a second Working Group on the Natural Environment, and third Working Group on Space Meteorology. Experiments included the use of aircraft, satellites, microwave sensors, calibration of instruments, and the sharing of data.


Recommendations of the Joint Working Group on the Natural Environment
Investigations Over Land
The Joint Working Group recommends:
–The conduct of multi-purpose aerospace and field experiments on the environment, using similar methods and sensors, in a number of sites in the US and the USSR. Two of these sites in the USSR are similar to sites in the US. They are referred to as analogous sites. The remaining sites are complementary in the two countries. Each country will carry out research in its own sites;

In 1974, the US plans also to participate in the international meteorological tropical experiment (GARP/GATE) in the Atlantic with several research vessels and several aircraft.

A key focus of discussion was the use of stratospheric aerosols linked to the innovative ideas of Mikhail Budyko and colleagues. This work had its origins in what has been termed the theory of aerosol climatic catastrophe, which gained prominence in the Soviet context during the early 1970s.”
