Previously, in 2020, DARPA launched the ‘Atmosphere as Global Sensor (AtmoSense) program’ seeking to employ the atmosphere as a continuous global surveillance system.

Much of AtmoSense justification is presented in terms of studying weather phenomenon such as thunderstorms and tornados. However, according to the International Defense Security & Technology article “DARPA’s AtmoSense to employ Atmosphere as Global Sensor for measuring thunderstorms, tornadoes, volcanos, and tsunamis for military operations,” there are military applications for this research.
“It will enable US DOD to predict weather for military applications and carry out weather modifications.”

For decades DARPA has been on the leading edge of funding and research for military innovation including SMART DUST.
