Outlaw and Defund Atmospheric Manipulation

Governments and armed forces must be subject to prohibition on polluting atmospheric interventions.

Activities once branded “geoengineering” are now discreetly bankrolled under terms such as “weather and air chemistry,” and “atmospheric research.” These rebranding efforts mask the continuation of hazardous programs that are slated to be funded through at least 2028.

Several key U.S. federal laws need to be repealed to end these activities:

Additionally, the recent reauthorization attempt of the Weather Research and Forecasting Innovation Act must be halted. Though it passed in the U.S. House, it has not yet cleared the Senate. [Contact committee members HERE to OPPOSE H.R. 6093]

This initiative, under the guise of H.R. 6093 (The Weather Research and Forecasting Innovation Reauthorization Act of 2023), would continue publicly funded atmospheric experimentation. It’s important to be vigilant and recognize that bills which fail to pass can easily be renamed, renumbered, and resubmitted.

In parallel to these federal policies, a number of states (including Washington, D.C.) have enacted weather modification laws without public consent. For a comprehensive list of U.S. State Policies refer to pages 61 & 62 of IT’S RAINING, IT’S POURING, WEATHER MODIFICATION.

Potential problems associated with these activities include:

increased air, water, and environmental pollution including electromagnetic radiation
harm to people and all of nature
danger of flooding, drought, extreme weather conditions
environmental hazards such as the widespread use of silver iodide (AgI) in cloud seeding

Several U.S. states, including New York, Pennsylvania, and Montana, have constitutional provisions that explicitly grant their citizens the right to clean air, water, and a healthy environment. These legal protections are becoming increasingly relevant as both state and federal atmospheric research programs permit the release of known pollutants including electromagnetic radiation.

Internationally, progress is being made. In 2023, Mexico enacted a ban on solar geoengineering experimentation. Meanwhile, twelve U.S. states introduced legislation to prohibit geoengineering experiments, including solar radiation modification (SRM). Tennessee successfully passed this legislation into law in 2024, reflecting a growing movement to prohibit these hazardous practices.

In 1962, Vice President Lyndon Johnson discussed control of the weather, stating: “he who controls the weather will control the world.”

What is Meteorology?

A 1960 CIA report describes meteorology in the context of “climate control”:

“Technological developments of the past two decades have provided the understanding, the techniques, and the means necessary for an assault on the problems of climate control. Control of any kind requires capabilities in all these areas. Meteorology is just now beginning to acquire such capabilities.”

The people of the USA and around the world didn’t vote for any of this.

The World Meteorological Organization (WMO), part of the United Nations (UN), has significant influence in coordinating global weather research policy, but it is not an elected body.

The WMO’s top decision-making group is called the World Meteorological Congress. This group, along with its Executive Council and six Regional Associations, plays a leading role in international decision-making and coordination of weather experimentation.

One example is solar radiation modification (SRM) experimentation. In June 2023, a White House report mentioned the WMO’s World Climate Research Program (WCRP) as a potential partner for international SRM collaboration.

The WMO includes 193 member nations that collaborate and advance global weather experiments.

Despite the lack of public consent, unelected international bodies and private partners are driving the policies behind atmospheric experimentation.

These programs, more accurately characterized as environmental warfare, are harmful to all living beings and must be outlawed.
