Alameda City Council Rejects Geoengineering Experiment
June 7, 2024 | ZeroGeoengineering.com | A controversial geoengineering experiment in Alameda, California led by members of the University of Washington Marine Cloud Brightening Research Program was unanimously rejected by the Alameda City Council on June 4th.
Marine cloud brightening (MCB) is one of many polluting geoengineering schemes known as solar radiation modification, or SRM.
Reasoning behind the Council’s decision to disallow the project included “lack of notice to the City and public about the study before the project began.”

According to the UW NOAA application, no environmental impact statement or safety procedures (operational constraints, provisions for suspension of operations, monitoring methods, etc.) or any environmental guidelines (related to the possible effects of the operations) were included in the operational plans.
University of Washington SRM Aerosol Experiments Lack Public Consent
MCB is cited in the 2023 White House report, Congressionally Mandated Research Plan and an Initial Research Governance Framework Related to Solar Radiation Modification.
In a public statement the City Council noted other reasons for rejecting the program including “the lack of outreach by researchers to regional air quality, water quality, and other regulatory agencies, the desire for more public health analysis on the potential human health impacts of the study, and the proximity of the experiments to the general public and especially to youth populations.”
The denial of consent to the MCB / SRM geoengineering experiment is an important victory for proponents of clean air, public safety, and environmental preservation.
Momentum is growing in the USA and around the world to criminalize and outlaw SRM / geoengineering.
