Office of the Federal Coordinator for Meteorology (OFCM) – Interagency Coordination
The National Oceanic and Atmospheric Administration (NOAA) is the lead agency, though over 30 agencies are coordinated in the weather enterprise.
These organizations have collaborated over decades to control the climate and weather. Often called geoengineering, cloud seeding, or weather modification, the budget and coordination of these operations can be found under the umbrella of Meteorology.
The CIA was one of the agencies to lead the earliest efforts in climate control.

A wide range of interactive systems are funded for programs including weather and air chemistry research, satellites, and next-generation radar (NEXRAD).
Some of the partners in the weather enterprise are NASA, Department of Commerce, National Center for Atmospheric Research (NCAR), Department of Defense (DoD), University Corporation for Atmospheric Research (UCAR), and the UN World Meteorological Organization (WMO). According to the 2021 Federal Weather enterprise, the U.S. leadership will “work in coordinating U.S. efforts in international weather research priorities including the current World Meteorological Organization Grand Challenges“.

Even though the Federal Weather Enterprise has changed leadership, the Biden administration is continuing to fund these and other environmental destabilization programs. For example, the White House announced in October 2022, the five-year plan for spraying sulfur aerosols into the atmosphere via stratospheric aerosol injection (SAI).

Aerosols make the atmosphere (and biological beings) more conductive for the transmission of Radiofrequency/Microwave (RF/MW) Radiation emitted by wireless infrastructures.
Unfortunately, weather manipulation programs significantly increase harmful environmental pollution. The federal government and many states including Florida, California, New Mexico, and Texas permit weather modification, cloud seeding, and other hazardous programs that interfere with natural weather.
A positive development is the fact that geoengineering was recently banned in Mexico due to negative impacts from the release or aerosols and geoengineering’s potential to cause weather imbalances.
Pennsylvania, Maryland, and West Virginia prohibited weather modification for several years in the 1960’s, policies which could be reenacted today. The public can protect health and our environment by demanding an immediate end to weather manipulation programs which involve the intentional release of hazardous emissions in our atmosphere and at ground level.
Current and Future Coordination
The U.S. Global Change Research Program (USGCRP) is a federal program mandated by Congress to coordinate federal research and investments; USGCRP facilitates collaboration and cooperation across its 13 federal member agencies.
It’s time to outlaw and defund environmental manipulation.
