The conclusion states: “The procedural rights of the public should apply to weather modification law, like any other environmental and natural resources legal regime. The right to access effective remedies is also left virtually unprotected and there is no guarantee that activities are conducted in the public interest.”
Conspicuously absent from the report is the fact that weather modification and similar atmospheric hazards such as solar geoengineering involve the intentional polluting of the air with harmful agents. These activities would more accurately characterized as environmental crimes because deployment forces involuntary public exposure without consent.
For comparison, the penalty for dumping hazardous waste in the ocean is imprisonment of not more than 10 years and/or fines as set forth in 18 U.S.C. 3571: Criminal Provisions of Water Pollution | US EPA
Deliberately polluting the air is an activity which must be prohibited. -ZG

NOTE: SOLID DRY ICE IS CARBON DIOXIDE (CO2), a registered pesticide that is also used in cloud seeding. This is not the same CO2, (carbon dioxide) as the air exhaled, or “plant food,” which is not a hazardous pollutant.
The FACT that dry ice = solid carbon dioxide (CO2), needs to be included in CO2 climate theory.
