SB-682 Climate change: radiative forcing management climate accounting protocol. (2019-2020)
27 March 2019 | Introduced by Senator Allen |California State Legislature |
“On or before January 1, 2021, the state board shall adopt a climate accounting protocol to evaluate the potential of proposed climate mitigation and restoration actions to reduce radiative forcing and excess heat in the atmosphere to reduce global and regional mean temperatures benefitting all Californians. In adopting the protocol, the state board may use “Radiative Forcing Management – Guidance for the quantification and reporting of radiative forcing-based climate footprints and mitigation efforts” issued by the International Organization for Standardization international radiative forcing accounting standards in a manner that is relevant and beneficial for California.”

1975:
“..within a few decades world heat production could rise from the present level of 0.2%, of the received power of the Sun to a level of 2%, thus causing a 1-1.5 C mean global temperature increase. Such a potentially harmful warming trend could, in principle, be checked by artificially increasing the planetary cloud cover.”
