Governance provides the means for deciding, managing, implementing and monitoring policies and measures4. Governance of large-scale CDR and SRM should therefore primarily provide the means for deciding whether or not to engage with such options, and if so, how28.
An inclusive overview of the current status of governance relating to large-scale CDR and SRM requires recognition not only of official processes and legal instruments at various levels of government, but also the contributing roles of private sector, non-governmental and civil society actors in addressing the issue4.
