This document aims to stimulate further discussion about the need for, and potential form and content of, regulatory and governance frameworks for geoengineering research.

“This Code of Conduct aims to provide practical guidance on the responsible conduct of
geoengineering research. It is designed as a voluntary instrument, though one that is based
upon existing legal sources, including general principles, rules of customary international
law, treaty-based rules, regulations, international decisions, and policy documents. The
guidance in this Code of Conduct is global in scope, and is directed at various State, sub-State
and non-State actors involved in the development of regulatory and governance frameworks
for geoengineering and their implementation.”
