Who decides?

GeoEngineering is a ‘dirty word’ even among self-described environmentalists.

 This possibly ill-advised bias may be our undoing in a world heading toward a climate catastrophe barring swift and drastic cuts to our Greenhouse Gas emissions. On this program we explore the governance issues surrounding how do we do the research and testing now one technologies we may need to save ourselves a decade or two from now, who will oversee and pay for the research, the deployment, the monitoring, etc. These are things that must be considered now while we still have time. This program will explore why.
