Decreasing Hurricane strength, using little particles 1 micrometer wide
To do this you would use several C-130 Hercules Aircraft, flying off side to the hurricane.
The little particles, of Silver Iodide, would be spread out enough so that it looked like thick smoke.
The little particles, make water coalesce away from the hurricane, sucking it dry.
It also reduces wind speeds, and diameter of storm force winds.
